That sounds about right, maybe a touch high. Good pump rebuilds are not cheap. Probably why most people balk at getting the pumps rebuilt when they should. I would suspect that even if you found a used pump, the chances that you would/should have to rebuild it are very high. If you're planning on making a reliable, daily driver from this truck, bite the bullet and get the pump rebuilt. If you took it into the shop looking all greasy and nasty, they are going to quote you a higher price! I would!!! Clean the outside really well: soak with some degreaser and pressure wash it! Then take it in and get a quote. Just remember.....it's a quote, not the bill. Sometimes it'll be less, but if you have a lot of parts that need replacing, it might be more. And you want OEM good parts, not cheap knock-off brands/parts. You'll pay for it later and it'll be more expensive in the long run. Check around and see if there are diesel guys recommending rebuild places. You can always ship it off to have rebuilt. If memory serves me correctly, there is one place in Tacoma, Wa that rebuilds VE pumps. I imagine the cost will be close. I took my pump to Canada when the exchange rate was low, paid essentially .75 cents on the dollar to have my pump rebuilt. Prices have probably gone up by now, but it's an option. You're not that far from Canada and the exchange rate is good again.

So I figured I'd report back on the good news. I figured I had nothing to lose so I tore into the pump, and found the vane pump's vanes were stuck closed, so I cleaned them, along with everything elce in the pump, put new seals in..and... It's running good now!
Pumps pulling its own fuel, and no leaks. Idle, mid, full throttle all good.
Now it's time to swap this rusty cab...

I mentioned your post to an older diesel mechanic. He said that maybe the previous owner(s) might not have ever used additives which might have prevented this. Or, that contaminated fuel had made it's way into the injection pump due to seldom/never changing fuel filters. Just a little preventive advice. But I met a fellow who said he changed the fuel filter on his diesel every time it ran rough!
